I believe that back-bar proc sets, otoh will only proc while the whole set is active - i.e., the DoT will not proc the back-bar set while you're on your front bar. I didn't think of it as arena weapons being special, it has more to do with the fact that DoT (Damage over Time) effects from your back bar weapon continue to proc the weapon's enchant and also retain that weapon's special attributes (like the maelstrom staff modifier of wall of elements).
